The contractor based in London has selected Emma Loxton as its new chief strategy officer, as announced on Tuesday. Loxton’s tenure will commence in October.

Balfour Beatty’s renewed focus on its U.S. buildings division follows a profitable first half of 2026 for its overall U.S. operations, a turnaround from a loss reported in the first half of 2025. Balfour Beatty Chief Executive Philip Hoare informed investors during the company’s interim earnings call in August that the firm intends to continue capitalizing on its established relationships with existing clients to expand its business.

Loxton joins a series of executive leadership changes at Balfour Beatty within the last twelve months. Hoare assumed the role of group chief executive in September 2025, and Myles Westcott took over as CFO in May subsequent to the company’s annual general meeting. Additionally, Ed Egerton is set to become the chief legal officer this month.
Prior to her engagement with Balfour Beatty, Loxton was a partner at the consultancy McKinsey, where she headed the U.K. Advanced Industries and Transport & Infrastructure practices, as noted in the announcement.
Before her tenure at McKinsey, Loxton served as a senior policy advisor within the U.K. Government’s Prime Minister’s Strategy Unit, according to the press release. Her government service spanned from 2005 to 2010, as indicated on her LinkedIn profile.
